UN Police Pre-deployment for IPOs

To ensure a harmonised approach to United Nations Policing, Individual police officers (IPOs) are expected to perform their duties in full compliance with the Strategic Guidance Framework for International Policing (SGF) and other applicable United Nations guidance. The set of relevant training materials is expected to be delivered for future IPOs during the pre-deployment stage.

Core Pre-deployment Training Materials

The Core Pre-deployment Training Materials (CPTM) present the essential knowledge required by all peacekeeping personnel – military, police and civilians – to function effectively in a UN peacekeeping operation. The materials should be used as the core resource for any UN pre-deployment training course. The CPTM is intended to provide a shared understanding of the basic principles, guidelines and policies of UN peacekeeping. These standards guide peacekeeping personnel as they carry out critical tasks to assist countries in the transition from conflict to peace. CPTM 2017 has been updated with a strengthened curriculum. This includes cross-cutting themes and priorities such as conduct and discipline, sexual exploitation and abuse, the protection of civilians, human rights, gender mainstreaming, conflict related sexual violence, child protection, and environmental protection.

Specialized Training Material for UN police

The Specialised Training Materials for UN Police 2021 (UNPOL STM 2021) provide police-contributing countries with a standardised training package that prepares Individual police officers for duties in UN Peace Operations, prior to their deployment.

Job-specific Training Material for UN Police

In addition, three job-specific training (JST) courses for the Individual police officers were developed in 2019 – 2025 by the Police Division and the Integrated Training Service in close cooperation with the Office of the High Commissioner for Human Rights (OHCHR), the United Nations Institute for Training and Research (UNITAR), United Nations Office on Drugs and Crime (UNODC) and with the support from 45 United Nations Member States. These materials provide training tools to equip UNPOL officers with the attitudes, skills, and knowledge that will enable them to fulfil their mandated tasks to support the host-State police. As of 2026, there are three JST courses available, in both English and French, which cover most police job specific training needs in the United Nations field operations:

  • Community-oriented Policing (COP) course
  • Monitoring, Mentoring and Advising for UN Police (MMA) course
  • Police Capacity Building and Development (CBD) course

During 2022 – 2025, a total of 19 Certified Instructor Development Courses were conducted worldwide, which resulted in the certification of almost 300 police trainers from 70 countries, who are expected to deliver JST during the pre-deployment stage for the benefit of future IPOs.
